Autonomous Legislative Right

• Enactment, Revision and Abolition of Ordinance

Ordinance is a kind of law enacted by a local government through the resolution of local
council. Therefore, Dongnae-gu Ordinance is the law of the gu. Ordinance may be enacted
to the extent of the lawmaking statue, so it should comply with the statue and should not
contain any disadvantages against the residents. The current law specifies 'Making a law
restricting the right of the residents or imposing any duties should need the entrustment of
the related law.

• Procedure of Processing a Bill

  • Proposal-A bill may be proposed by a governor of gu, one fifth of attending members of the council or 10 or more members.
  • Review(standing committee)-After explaining the meaning of a proposer, review and report of special members, questions and discussion and review of legislation, a bill shall be resolved by a majority of members attending and voting.
  • Resolution(general meeting)-After review and report of the competent committee and questions and discussion, it is resolved by a majority attendance and voting of the members.
  • Transfer and proclamation -A bill resolved shall be transferred to a governor of gu office within 5 days after date of resolution. -The governor shall proclaim it within 20 days after the date transferred. -Unless otherwise specified, it shall be in effect in 20 days after the proclamation.

• Enacting Rules

Any necessary matters for steering the council may be enacted as a rule.
