Roles and Authorities

Autonomous Financial Control Right

• Reviewing and settling a budget and approving the settlement(resolution)

A budget is as same as an annual living expenses of Dongnae-gu.
A budget draft planned and submitted by a governor shall be reviewed and confirmed
by the council, and the settlement shall be approved accordingly by the council. Also,
to prevent budget wasting, the budget shall be strictly reviewed and resolved.
In addition, the council shall be entitled to check whether the budget has been
legally and appropriately executed.

• Budget Processing

  • Draft Budget Organization/presentation-A governor of the local government should submit the draft budget 40 days before the next financial year.
  • Preliminary Review(standing committee)-A competent standing committee preliminarily reviews the related accounts.
  • General Review(Special committee on budget & settlement)-A council may not increase or assign a new account without permission of governor.
  • Review & resolution(General Meeting) -Resolved 10 days prior to the next financial year. -It shall be resolved by a majority of attending members and majority vote.
  • Report & notification of draft budget-A governor shall report the budget to the minister of administration and self governing and notify it.

• Settlement Approval

  • Preparation of Settlement-A governor should prepare the settlement with 80 days after the accounting is closed(end of February)
  • Auditing of Settlement -Members of auditing settlement shall be the members and CPA. -They shall be appointed between 3 to 5 persons. -The members shall submit the opinion to the governor within 10 days after the auditing.
  • Submission to the council-A governor should submit the settlement, evidence documentation and the letter of opinion from auditor to the chairperson until the end of June.
  • Review of committee-A standing committee shall review the competent matters and the special committee on budget and settlement shall review it generally.
  • Resolution at the general meeting-It shall be resolved by a majority of attending members and majority vote.
  • Transfer-It should be transferred to the executive organization within 3 days after the resolution.
